of Mexico (UNAM). She worked in the Miguel Hidalgo Delegation
as the delegation chief's public relations advisor. Currently,
she works in Fundar in the Transparency project and as
the communications coordinator. |

lila caballero
She studied a B.A in International Relations at the Faculty of Political and Social Sciences of the UNAM, where she worked as teacher's assistant. She was a research assistant in the project "North American Liberalism" of the Universidad Iberoamericana and afterwards intern of the Center for Research on North America of the UNAM in the project "Security in North America at the Beginning of the 21st. Century". She is currently a researcher of the project "Civilian Monitoring on the Legislative Power in Mexico" in Fundar. |

She graduated from the B.A. in Public Accounting of the Faculty of Accounting and Administration of the UNAM, where she took the graduation seminar on fiscal matters. Since 2000 she works at Fundar as the general accountant within the administrative area.

B.A. in International Relations from ITAM specialized in Foreign Policy, with a diploma degree in European Integration. Besides being assistant professor, he has participated in various research projects about corporate social responsibility, migration and human rights, focusing on the treatment given by state and local governments through public policies. Nowadays is a researcher in the Local Empowerment Program. |

Daniela Díaz
M.A. in Latin American Studies from the Political and
Social Science School of the National Autonomous University
of Mexico (UNAM). She has worked as a researcher in projects
regarding foreign direct investment in Mexico. In August
2000, she joined Fundar, where she is the maternal mortality
project manager. |

ángel Kuri
He is an International Relations B.A. student at the Instituto
Tecnológico Autónomo de México (ITAM).
In 1999, he participated as a training advisor for the
INEA/SEDENA adult education program. He has participated
in organized youth international congresses. Currently,
he works as a researcher in Fundar in the Public Security
project of the Governance and Human Rights Area. |

He joined Fundar in 2001 and is a researcher of the budget team. He has been working in budget transparency, budget analysis on the right to health, budget analysis for HIV/AIDS, budget analysis for the poverty reduction strategies and analysis on the Mexican budget cycle. He studied Political Science. |

She is Economist from the National Autonomous University of Mexico (UNAM). She obtained a diploma degree in Accountancy and Finance at the Technologic Autonomous Institute of Mexico (ITAM). She works at Fundar since 2000. She is the coordinator of the Public Budget Analysis and Monitoring Area. |

Jacqueline L'Hoist
Financial consultant agent from the C.N.V. (National Securities Commission) in stock market finance. She has a speciality in Procura, in collection of national funds, from the University of Indianapolis. She also has studies in Social Christian Theology, in which she worked on issues related with Human Rights, Ecumenism and basic Ecclesiastical Communities. She founded and presided the Commission of Control and Transparency of the political party "Mexico Posible". In the "Opportunities" program she held the position of Subdirector of Public Relations and Policies of the National Coordination. Since August 2004 she works in Fundar, coordinating the projects of Local Power.

M.A in Latin-American studies and B.A. in sociology from Political and Social Sciences Faculty, UNAM. Teacher from elementary School for Escuela Nacional para Maestras de Jardines de Niños. Like teacher she has worked in UNAM, Universidad Iberoamericana; Universidad Tecnológica de México y Inst. Héroes de la Libertad. Like researcher she has worked in Rigoberta Menchú Tum Foundation and Mora Institute. Like independent consultor has participed in evaluations to educative programs for Unicef, Government of Zacatecas and Chiapas. At Fundar is researcher in Local Power Program. |

Rocío Moreno
B.A. in Economics at the ITAM, with a specialization on political economy. In Fundar, she has worked as a researcher in the Budgets with a Social Perspective; she also collaborated in the coordination of the International Budget Project (IBP) conference in March 2003. Currently, she is responsible for the Revenue Watch project.

kristina pirker
BA in Sociology and Political Science at the University of Viena, Austria. She is completing her Ph.D at the UNAM focusing on social movements in Central America. She has researched topics related to social movements in Central America and Mexico, globalisation, urbanisation and state reform in Latin America. Currently she is a researcher of the Transparency Project.

Miguel pulido
Diploma in Human Rights and Democratisation Process from the Universidad de Chile and BSc in Law from the Instituto Tecnológico y de Estudios Superiores de Monterrey (Tec de Monterrey, Campus Monterrey). He has worked as resident researcher in various civil human rights organisations in Mexico and in Valencia, Spain. He is currently a full-time researcher at Fundar as part of the project: Citizen monitoring of the Ombudsman system. He also acts as a social independent auditor for Verité.

B.A. in Law from Escuela Libre de Derecho. Currently she is completing the Ph. D. in Human Rights Law in the Universidad Carlos III de Madrid. Since January 2006, she is the citizen surveillance of public human rights comissions project manager. |

jorge romero
MA in political science from the New School for Social Research, in New York. He is concluding his PhD work there, as well. He studied Political Science at ITAM, in México. His areas of specialization include democratic theory, the politics of identity, sovereignty and migration. He has worked in Fundar since the year 2000 on a variety of projects related to budget and policy analysis and monitoring the legislative branch of government. He has also worked as advisor and information coordinator in the Senate, for the Partido Acción Nacional , and as advisor and coordinator of several projects in the Ministry of the Interior ( Secretaría de Gobernación) and the Mexican Institute of Social Security (IMSS). He has been the Executive Director of Fundar since January 2007. |

M.A. in Human Rights form Essex University, and B.A. in
International Relations from El Colegio de México.
Currently he is studying a Law degree. He has worked in
projects related to human rights, conflict resolution
and peace building in Mexico as well as overseas. Currently,
he is Fundar's Governance and Human Rights coordinator.

Colegio de México. She has worked in several projects
related to micro enterprise and microfinance. Recently,
she worked in the Presidency's Office for Strategic Planning
and Regional Development. Currently, she works in Fundar
in the Transparency project. |

alberto serdán
MA in Social Policy and Administration from the University
of London, UK. He obtained a diploma degree in Third Sector
Studies at ITAM and a bachelor’s degree in Business
Administration at UNAM. He also studied some courses on
Political Science at UNAM. He has worked in the Street
Children Foundation, Civix consultancy firm, the Hewlett
Foundation and the Mexican Institute of Family and Population.
He has been a volunteer for 13 years in institutions focused
on children and young people. Nowadays he is working at
Fundar, Centro de Análisis e Investigación,
A. C. as a full-time researcher analysing and monitoring
public expenditure and social welfare programmes.
