
Design of a methodological framework
to evaluate the compliance with Economic, Social and
Cultural Rights through the budget
Continuing FUNDAR’s
previous methodological work on budgetary analysis
as an instrument for evaluating economic, social and
cultural rights, a handbook has been elaborated in collaboration
with the Human Rights Internship Program and the International
Budget Project. This new version seeks to establish the
methodological foundations and explanatory framework
for the intersection of the two areas, building on the
right to health. The method was presented and discussed
with a group of experts in Washington, in the spring
of 2004, and the document will be published at the end
of the year.
