EXCERCISES OF TRANSPARENCY IN POLICE FUNCTIONS

 

On November 22nd, the second working panel Transparency and Police Function took place, organized by the Institute for Security and Democracy (INSYDE) and the Federal Institute of Public Information Access (IFAI). The event was supported by the Federal Secretariat of Public Security (SSP) and the Honorable Municipality of Naucalpan de Juarez.

 

Some of the participants were Ernesto Lopez Portillo and Edgar Mohar from INSYDE, Edgardo Martinez Rojas (IFAI) and Guadalupe Barrena (CIDE), who presented on topics such as transparency and police management; legal techniques for transparency; operation of the public security exception to IFAI's jurisprudence; and institutional experience and private life versus public life, respectively.

 

The presentations were followed by working panels formed by staff of the SSP, mainly from the Social Communication and Linkage Unit areas; the Secretariat of Citizen Security of the State of Queretaro (SSC); the General Direction of Public Security and Transit of the H. Municipality of Naucalpan de Juarez; members of civil society and some international experts such as Walter Mckay.

 

The workshop's dynamics consisted in solving within groups a paradigmatic case in which the principle of maximum publicity is confronted with the legal guided asset of public security.

 

Fundar debated on subjects related to democratic development and consolidation, citizen security and police reform, considering of vital importance the strengthening of the relation with diverse state and social agents who work on topics related with public security and human rights.
