FUNDAR’S ACTIONS REGARDING HUMAN RIGHTS

 

Since March 2007, Fundar participates in the working groups for constitutional reforms on Human Rights, along with the technical body of the Human Rights Commissions of the Senate, the Chamber of Deputies and the Office of the High Commissioner of the United Nations for Human Rights (OACNUDH) It is important to mention that the proposal which Fundar and the OACNUDH prepared is the guide for the discussions, working groups and documents to be presented. Hence, theme groups between academics and civil society were assembled in order to prepare and present a basic project that will be delivered to Congressmen and women, as well as the Senators that belong to the Commissions of Human Rights.

Fundar also attended four important events celebrated at the Chamber of Deputies in 2007.The first two are related with the appearances of Jose Luis Soberanes, who is in charge of the National Commission of Human Rights (CNDH), regarding the presentation of the “Special report about the events in Oaxaca”, and the explanation of the role of the Ombudsman in the case of Mrs. Ernestina Ascencio, which took place in Zongolica, Veracruz. These appearances gave elements for making documents of analysis and making them public.

The third meeting took place when the Delegation of the Inter American Human Rights Commission (CIDH) visited the Commissions of Human Rights, Justice, Foreign Affairs and Indigenous Issues of the Chamber of Deputies. Finally, Fundar attended the meeting of the general secretary of Amnesty International, Irene Khan, with the Human Rights Commissions of both chambers.

Regarding the participation in forums, one of the most important things is the presence of Fundar in the gathering “Guarantees and defense mechanisms of Human Rights”, coordinated by the specialized Commission of the Deputies’ Chamber, which took place on July 3rd.

In addition, the report “Access to justice for indigenous people of Mexico” was presented to the academic community by the OACNUDH, and two presentations were given at the Seminar “The ombudsman as a tool for citizen participation”, organized by the Mexican Academy of Human Rights and the UNESCO Course of the UNAM.

Internationally speaking, Fundar presented, among other work, “Foundations of the acknowledgement of the indigenous right” in Guatemala; “A theoretic proposal of human rights indicators’ construction”, at an International Seminar in Sao Paolo, Brazil, and “The performance of the CNDH in Mexico”, at the International Congress of Law Sociology, in Oñate, España.
