INTERNATIONAL PRESENCE IN GOVERNMENT’S BUDGETS

 

Fundar emphasizes its interest in incorporating to economic analysis views of human rights and social securities. It started a project with the Marymount Manhattan College of New York and the University of Essex from the United Kingdom, called “Integrating Macroeconomic Strategies and Economic and Social Rights: A case study of Mexico and the United States”.

Preliminary results of this study were presented in a panel coordinated by Fundar at the 16th Annual IAFFE Conference on Feminist Economics, at Bangkok, Thailand. The conference served as framework for preparing three more research documents on commerce policy and human rights, budget policy and human rights, as well as income policy and human rights.

Previously, in May this year, budget transparency was presented at the Open Budget’s Initiative of the International Budget Project’s preparatory meeting in Washington D.C. Based on Fundar’s well known background regarding budget management issues, technical assistance on budget quality was given in Guatemala, along with the participation of the International Center for Human Rights Studies (CIIDH) and the Coordination of NGO’s and Associations (CONGCOOP).

It must be mentioned that the work done by the public budgets’ team grew stronger thanks to the support of the Hewlett Foundation, which allowed Fundar to get involved in the process of the fiscal reform.

In fact, our organization has become a useful information source for decisión-making process in the subject. Proof of this is its participation in all the sessions of the Finance Commission of the Lower Chamber and the presentation of four working papers to the Legislative Power: 1) Performance Evaluation System; 2) Estimates on the General Participations Fund and on the Fund for Contributions to Basic Education; 3) Collaboration Principles related with Fiscal Reform; and 4) Reforms to PEMEX’s Fiscal Regime.
