FUNDAR’S PRESENCE AT THE
LEGISLATIVE ASSEMBLY OF THE FEDERAL DISTRICT

 

In February 2007, Fundar participated in a panel organized by the Citizen Participation Commission of the Legislative Assembly of the Federal District (ALDF) along with the Electoral Institute of the Federal District. The presentation was titled “Citizen Participation and Accountability. Pending tasks of the Third Legislature of the ALDF”.

The analysis of the development of the previous legislature is part of citizen-monitoring of their representatives’ work. A month later, Fundar continued the project by publishing the document “The 4th Legislature of the ALDF: deficit in transparency and human rights”.

After reviewing the ALDF’s web page, it was concluded that the institution only fulfills eight out of twenty four transparency obligations that are dictated by the local code.

Furthermore, the research points out that there is no budget transparency at all in the way the 901million pesos that the Assembly receives are spent and, specially, the 421 million pesos that the congressmen receive directly for fulfilling their tasks.

In a measuring scale where cero means no productivity and one means absolute productivity, the analysis locates the 4th Legislature’s first period’s work at .34, which reflects scarce improvements in legislative job.

Although it is recognized that in Human Rights, the specialized Commission for this matter hast more plurality in comparison with the previous legislature, it has not accomplished its obligation to call government officials to appear and explain their unwillingness to meet the recommendations that the Human Rights Commission of the Federal District (CDHDF) made.

Fundar’s research recommends that the local Assembly fulfill their transparency duties, revert the opacity in budget management and call government officials to appear for explaining why they do not implement the recommendations of the (CDHDF).
